Instructions

    • 1

Punch a scallop circle from a scrap of card stock to serve as your template for the pieces needed to create ruffles.

    • 2

Trace the template on a 1/2-yard cut of red felt as many times as you can using a fabric marker. Cut out all the scallop circles from the felt with scissors.

    • 3

Lay your heart-shaped wreath form on your work surface in front of you.

    • 4

Fold one of the scallop circles in quarters. Stick a flat-head pin through the point of the folded felt. Push the pin into the wreath form to attach the folded piece of felt to the form.

    • 5

Fold another piece, and pin it on the wreath form as close to the first as possible. It doesn't matter if you put it to the side, in front or in back of the first piece. Continue adding folded scallop circles to the wreath form the same way to cover the front, inside and outside of the wreath form. All the folded pieces will crowd each other, causing them to stand up and create a ruffled look.
