How to Get the Blizzard in "HeartGold"
In "Pokemon HeartGold," the special attack "Blizzard" delivers an icy blast that can freeze a foe dead in its tracks. Select Ice-Type Pokemon, such as Snorunt and Piloswine, can learn the Blizzard attack as they level up, however many more Pokemon can learn Blizzard through a special item called a technical machine (TM.) The TM14: Blizzard item allows compatible Pokemon to learn the Blizzard special attack. Pokemon that learn Blizzard from a TM have the chance to pass the move to their offspring as well.

Fly to Goldenrod City and walk to the Department Store in the southeast section of the city.

Climb the stairs to the fifth floor and talk to the cashier behind the counter to open the TM shop menu.

Purchase the TM14 item for $5500. You can purchase as many TM14 items as you would like, however you can only use one per Pokemon.

Open your item menu and select the TM14: Blizzard item. Select the Pokemon you want to teach the move to and it will automatically learn Blizzard.

Tips & Warnings
You may need to have your Pokemon forget a special move to make room for Blizzard if the Pokemon already knows four special moves.
Blizzard has only 5 PP, which means you can only use the special move five times before you need to recharge the Pokemon's PP at a Pokemon Center.
