How to Get the Lullaby Song in "Pokemon SoulSilver"
The "Pokemon Lullaby" is not an actual item in "Pokemon SoulSilver," but it is a type of music that plays over the PokeDex at certain times. However, you do not start out with the ability to listen to the music. You must first complete a main storyline quest, after which you will receive the "Radio Card" item. The radio card interfaces with your character's Pokedex to allow him to receive radio signals and stations. The Pokemon Lullaby is a song that lowers the rate at which you encounter wild Pokemon when playing over the radio.

Play through the game normally until you receive the Radio Card.

Open the game menu and select the "Poke Gear" option.

Tap the "Radio" button on the bottom screen.

Tap the "Music" channel. This channel will play the "Pokemon Lullaby" on Thursdays and Saturdays -- and on Tuesdays and Saturdays after you complete the National Dex.
