How to Restore the Hope Mission in "Fallout: New Vegas"
The New California Republic needs your help all over the Mojave in "Fallout: New Vegas," and one of the most downtrodden NCR facilities is the gloomy Camp Forlorn Hope. This camp exists as a communications outpost and a medical center for NCR troops, and they would greatly appreciate any aid you can offer. Major Polatli is in charge, and he gives you the Restoring Hope quest with three objectives to help the camp and bolster morale.

Camp Supplies

Travel to Camp Folorn Hope and speak to Major Polatli in the large Command Center tent to start the quest. The camp is east of HELIOS One, south of Ranger Station Delta and east-southeast from El Dorado Gas & Service.

Speak with Quartermaster Mayes in one of the storage tents south of the Command Center and tell him Major Polatli sent you to help. He'll ask you to check on the supplies that haven't arrived yet at the camp. He suspsects a Legion raiding party killed the soldiers with the shipment.

Travel to HELIOS One, which is east of the camp, and ask Lieutenant Haggerty about the supplies. You can usually find her patrolling near the entrance. You'll learn they sent supplies to the soldiers along with a GPS transmitter. Your PIP-Boy will locate the transmitter and mark it on your map.

Head toward the transmitter to find the shipment and the murdered soldiers.

Draw your weapon and then take the supplies from the crate, because three Legion Recruits are watching you and will attack as soon as you take the supplies.

Deal with the Legion in whatever way is best for your playing style. You can battle them all if you're up to it, or you can dodge their bullets as you retreat to HELIOS One or Camp Forlorn Hope. Another alternative is to run from the recruits until you find some of the many Fire Geckos that wander the wasteland nearby. The Legion and geckos will fight each other, giving you a chance to sneak away or pick off the survivors.

Travel back to Camp Forlorn Hope and speak with Quartermaster Mayes to turn in the supplies, then report back to the major, who tells you that Dr. Richards needs a hand in the Medical Center tent.
Tending Wounded

Speak with Dr. Richards, who asks you help the three injured soldiers in the Medical Center tent. You can tell him that you have medical experience and can help if you have substantial medical experience, you can lie and say you can help when in fact you can't if you don't have substantial medical experience or you can tell him you're unable to help, in which case this portion of the quest is over and you must return to Major Polatli. If you do help, you'll gain more experience points and you'll have an additional soldier in your later assault on Nelson.

Treat the patients using your medical abilities alone or with medical supplies, or choose to ignore them. If your medicine skill is at least 70, you can fix all the soldiers one by one. If your medicine skill is not at least 70, you'll need the supplies that is strewn throughout the tent and free for you to use, with the exception of a super stimpak, which you must provide yourself. This is your only chance to take these supplies; after this part of the quest, taking the supplies is considered stealing.

Speak again with with Dr. Richards when you're finished, even if you weren't able to patch up all of the soldiers, then return to Major Polatli for your final assignment.
Attack Nelson

Speak to the major to learn that he needs you to support Sergeant Cooper in an attack on Nelson, a city the Legion recently overran and turned into a base. He wants you and Cooper to wipe out the Legion presence and assassinate their leader, Dead Sea.

Follow your PIP-Boy's map marker to meet up with Cooper near Nelson. A northern approach lets you get closer to the enemy before engaging so you can use melee weapons or short-range weapons more effectively. An eastern approach gives you more high ground so you can attack at a distance with long-range weapons, like a sniper rifle. You may want to scout around before speaking to him to see if you like one option more than the other. Make your choice and then follow him into Nelson.

Fight the Legion soldiers. Cooper and his men will aid you, though they're not required to survive the mission; if you're the only one to make it back, you still complete the mission successfully.

Kill Dead Sea if you don't take him out during the initial assault. Often he hides in one of the buildings, so you may need to do some hunting to find him. He has the unique melee weapon Liberator, so grab that before you leave.

Speak again with Major Polatli back at camp to complete the mission.

Tips & Warnings
Some gamers have reported a bug related to this quest. If you kill Dead Sea in Nelson before Major Polatli gives you the official order to attack, then the quest will never complete. Make sure you have Polatli's order before you attack Nelson.
