You need a vendor's license to operate a food cart in Baltimore.

The city of Baltimore requires anyone who wants to sell food products or merchandise on city streets to obtain a street vendor's license. Distributed by the Bureau of Revenue, a street vendor's license ensures that any food sold on the street meets Health Department regulations and that only acceptable merchandise is sold. To obtain a street vendor's license, you must fill out the required application, receive board approval, pay all necessary fees and file before the application deadline.

Instructions

    • 1

Fill out the Application for Street Vendors License. Provide your state license number or state ID number, your state sales tax number and a detailed description of the items you wish to sell. Include a photo of your cart or table and photos of any locations where you want to sell your products.

    • 2

Drop off your application and required fee to the Bureau of Revenue Collections and Miscellaneous Tax/License Unit. Your application must be submitted two weeks prior to the next scheduled Vendor Board meeting. The board meets on the first Wednesday of every odd numbered month.

    • 3

Attend the 2 PM meeting of the Vendors Board that occurs after you have submitted your application for your board hearing. You will receive your approval letters from the board at this time if granted a license.

    • 4

Mail your approval letters to the Baltimore City Court to receive your State Trader's License and to the Health Department, if selling food, for a Health Permit.

    • 5

Bring both the license and permit to the Miscellaneous Tax/License Unit offices to purchase your vendor's license. Depending on the location of your cart or table, you will need to purchase either a class A, B, B1, C or D vendor's license.

Tips & Warnings

  • Vendors' licenses expire on December 31 and must be renewed prior to that date for you to continue vending in the next calendar year.
