How to Get a Tiger Racket in "Final Fantasy 9"
In Final Fantasy IX, a mini-game known as Chocobo Hot and Cold allows players to locate items using a large primarily flightless bird called a Chocobo and a map known as a Chocograph. These maps often lead to great treasure, which need an additional item to recover. It is through the use of a Chocobo that players can locate the Tiger Racket, the most powerful long range racket weapon and the best weapon for either Dagger or Eiko.

Head for Quan's Dwelling near Treno. Be aware that if you don't have at least a Dark Blue chocobo by this point, you will not be able to retrieve this item until you evolve your chocobo.

Go to the broken stone bridge in Quan's Dwelling and examine the edge.

Select "Use Dead Pepper" when prompted to send your chocobo diving into the water below. It will return with the Tiger Racket.

Tips & Warnings
This part of the game can only be accessed after disc 2, and will require you to obtain all of the Chocograph treasures beforehand.
If you need Dead Peppers and have access to Chocobo's Paradise, speak to the chocobo seated to the left of Fat Chocobo. He will give you 99 Dead Peppers.
