How to Make a Slow-Motion Clip in Premiere
Adobe Premiere has built-in, clip-editing tools that allow users to speed up, slow down and apply other effects to videos without the use of a third-party plug-in. Whether you want to use super slow motion, make a video slightly slower to showcase details or remove the shakiness of a shot, you can easily make these modifications in Adobe Premiere. This tutorial works with with all versions of Adobe Premiere.

Drag the video footage into the "Video 1" slot on the "Timeline" window.

Use the mouse to click, drag and trim the video clip until it is the area that you want for the slow motion section.

Use the splice tool if you want part of the clip to play in normal speed, switch to slow motion and then return to normal speed. Click on the "Splice" tool icon and then click once to split at the start of the clip and once at the end. The clip will now be separated into three parts.

Right-click on the clip and select "Speed/Duration." A window will appear on the screen.

Select a new time for the clip. For example, if the original clip is "3 seconds," make it twice as long with "6 seconds." Choose the amount of time you want. The longer you make the clip, the slower it will go. Press "OK" to apply the slow motion change.

Press "Enter" to render the clips. Once rendered, press "Play" to watch the slow motion clip. Make any adjustments you need and then press "Enter" to render it again. This make take a few tries to get the desired speed you need.
