Note that you'll have different weights and heights from which to choose; assess your needs.

Ensure the boots have durable, nonskid bottoms.

Find a boot which closes snugly at the top. Drawstrings and laces work well.

Look at the lining. Make sure it allows easy entrance and exit. It should also dry easily.

Make sure the style and color match your foul-weather gear. Not all sailors care about color coordination, but you may want to stay with the same manufacturer of your foulies.

on 11/22/2005 Footwear should always fit well. Footwear should also provide adequate foot and ankle support for the activities that you will be performing while wearing them. If you are going to be on a boat, boots that come up to the knee may not be a great idea. Some neoprene rubber zip-style boots provide little ankle support, whereas lace up taller boots will provide more. If you are standing a lot, you probably need the added ankle support. Invest in the option that works best for you, do not limit yourself to what you might find in a boating store. Other water sports, like windsurfing, diving, and fishing, may provide additional gear options with the same or similar characteristics. I found that neoprene dive boots provided some of the best ankle support.
