Create a favor table near the front door or whatever entrance you are using for your party. Line the table with sunglasses for the adult chaperones, as well as each child if you would like. Take a photo of each guest as they walk in, using a digital camera that prints photos out in a small size; tape each picture to an adhesive label to make ID badges. This is a cheap and easy way to "decorate" your guests as they arrive. It's also likely to lighten the mood from the start.

Purchase some toy spy kits or spy favors; scatter them throughout the party area. Use some as table centerpieces, drop some into strategically placed favor bags or hang things off the walls. Some spy kit items may include decoder rings, notebooks, handcuffs, magnifying glasses and faux cameras.

Purchase pictures from the "Spy Kids" film franchise. These can be found at a local poster shop or through a movie memorabilia store. Purchase large manila folders. With a black marker, write "confidential," "top secret" or "destruct after reading." Hang these on the wall to break up the movie screen shots.
