How to Get the Friendship App in "Platinum"
In "Pokemon: Platinum Version," some Pokemon, like Riolu, Eevee and Pichu, only evolve when they are sufficiently happy. Figuring out how a Pokemon feels about you is usually difficult. With the Friendship Checker app for your Poketch device, though, you can check your Pokemon's feelings from any location. This lets you know when a Pokemon is happy enough to evolve. You get the Friendship Checker app for free when you visit the Pokemon Center in Eterna City.

Walk north from Oreburgh City or northeast from Floaroma Town to get to Eterna City. Go inside the Pokemon Center.

Talk to the young woman standing in front of the desk. She gives you the Friendship Checker app.

Press the red button on the screen to switch apps. When the Friendship Checker is active, pictures of your Pokemon float around on the screen. Tap one with the Nintendo DS stylus, and hearts appear around its head. This shows you how happy that Pokemon is.

Your Pokemon is at maximum happiness if it has two big hearts over its head.
