How to Give the Clefairy Doll to Copycat in "SoulSilver"
In "Pokemon: SoulSilver Version," a little girl named Copycat has lost her favorite Clefairy doll. If you return the Clefairy doll to her, she promises to give you a pass for the Magnet Train. The Magnet Train lets you travel instantly between Saffron City in the Kanto region and Goldenrod City in the Johto region. A man in the Pokemon Fan Club has found the Clefairy doll, and when he hears that Copycat lost it, he gladly returns it to you.

Walk east on Route 7 or south on Route 5 to reach Saffron City. Go inside the pink house and head upstairs. Talk to Copycat. She asks you to find her Clefairy doll.

Leave the house. Walk south to leave Saffron City. Keep walking south on Route 6 to reach Vermillion City.

Enter the Pokemon Fan Club building. Talk to the chubby man to get the girl's Clefairy doll.

Exit the building and walk back to Copycat's house. Talk to Copycat to hand over the Clefairy doll. In exchange, you get the Magnet Train pass.

Tips & Warnings
The Magnet Train won't run until you return the missing machine part to the nearby Power Plant. A Team Rocket grunt hid the machine part inside the Cerulean City gym.
