      Spread a strong paint remover over the concrete surface using a wire brush. Get the paint remover into all of the grooves of the concrete surface.

      Wait about 15 minutes for the paint remover to set in and work (or for as long as the manufacturer recommends).

      Rinse the paint remover from the concrete surface using a hose and power spray nozzle.

      Clear away any remaining paint remnants with the wire brush.

      Repeat the application of the paint remover and use a power washer, rather than a hose and spray nozzle, to remove if the vandalized area has not been fixed.
