      Fold a piece of white paper lengthwise in thirds to create the band of the hat.

      Measure the band to the head of the person who will wear the hat, and tape it together.

      Fold a piece of white paper in half widthwise and tape the edges together.

      Cut 1-inch-wide strips down the folded edge of the paper, stopping one inch above the taped edge. Cut the strips across the entire width of the sheet, leaving a 1-inch band at the bottom where the edges are taped together.

      Fold and cut two more pieces of paper in the same way.

      Tape the 1-inch band of the papers cut in strips to the inside of the hat headband with the strips sticking out of the top of the headband. Tape the three sheets so that the strips go all the way around the headband.
