How to Get HM Waterfall in "Sapphire"?
HM07, also known as the move Waterfall, allows you to explore higher places in secret caves and deep canyons. When a water-type Pokemon knows the move, it has the ability to swim straight up any waterfall. This often leads you to rare items or into the lair of a special Pokemon. In "Pokemon SoulSilver," you find HM07, Waterfall, in the Cave of Origin during your hunt for the the legendary rain beast, Kyogre.

Go to Sootopolis City via fast-travel, or, if you have not been to the city yet, head to Mossdeep City. Enter the water west of the city and surf until you see a dark blue patch of water. Dive there and swim until you reach Sootopolis City.

Walk west to reach the crater lake. Follow the path to a row of houses. If you have not yet caught the legendary Pokemon Kyogre, your allies Wallace and Steven will wait for you here by the cave entrance.

Go through the Cave of Origin entrance. Follow the narrow, spiraling path down into the cave. Pick up HM07, Waterfall, when you see an item ball on the path.

Tips & Warnings
Keep going down the spiral path if you are ready to challenge Kyogre. You can use your Master Ball to catch it in one attempt, but Ultra Balls work well if you can put the beast to sleep before you use them.
