How to Force Highest Bitrate in Flash 10.1
When you create multimedia applications in Adobe Flash Professional or create videos for online distribution, you can export in a variety of bitrates when exporting to the Adobe Flash Video (FLV) file format. The bitrate of the FLV is determined by all of the other settings you use when you publish the FLV. One of these settings can be set infinitely and so there is no maximum bitrate for every option.

Open your Flash file in Flash Professional CS5.

Click "File" and "Publish Settings." Click "Flash."

Click "Set" next to the audio settings." Set the "Bit rate" to the highest available and set the "Quality" to "Best." Click "OK." Deselect "Compress movie."

Click "HTML." Click "Quality" and select "Best."

Click "Dimensions" and select "Pixels." This is the one setting which controls the bitrate the most. Change the resolution to the highest resolution you want. Theoretically this can be infinite, but bear in mind the resolution of true HD is 1920x1080 and so it is rare you will need to go above this.
