1
Fold the tulle over in 12-inch sections so that the yard of tulle ends up in three layers. Iron it flat with a warm, not hot, iron.
-
2
Cut the tulle across the folds into 6-inch pieces. You will end up with 6-inch-wide, three-layer sections of tulle. You need three for each scrubber. You can purchase different colors of tulle and make several at once by mixing the colors for the scrubbers and making them multicolored.

3
Lay three of the 6-inch sections one on top of the other so that you have nine layers of tulle. Iron them smooth again, then fold over lengthwise and iron in a crease. Unfold.
-
4
Thread the needle with about 10 inches of the cotton yarn or nylon thread. Knot the end. Starting at one end of the stack of tulle layers, loosely stitch down the crease. Go through all the layers of tulle, and stitch from one end to the other. Once you are through to the other side, pull the string tight to bunch the tulle together. Holding it very tightly, run the needle back through the center where the fabric is bunched together one time, then wrap it around the middle three times.
-
5
Tighten the thread or string as much as you can. Run the needle back through the tulle center one more time and knot it off, then cut the excess thread.
-
6
Fan out the layers of the pan scrubber, making it round and fluffy by separating all the layers.
