Go to the pier on the south side of the map. There will be a large boat there, and people will be riding jet skis toward land.

Shoot someone driving a jet ski when the ski is close enough to land that you can reach it, but before the driver can beach it. Make sure that the driver is dead.

Take the jet ski. You now have the ability to go at speeds far beyond those of other aquatic vehicles. The ski will be very useful for your missions on the water.
