How to Make Miniature Paper Flags
Use mini paper flags as toppers for cupcakes and sandwiches or to embellish gift bows or flower arrangements with a patriotic national flag, a sports team logo or a personalized message. While a photo or illustration program on your computer will make quick work of this project, it's not necessary to use a computer, especially if you're doing it as a kids' craft or want each flag to be a one-of-a-kind.
Things You'll Need

1
Find a picture of the flag you want to use by searching an online flag database, if you're making printed flags. Save it to your hard drive. In a photo or illustration program, resize it to 2 inches by 3 inches. Paste or repeat the image on an 8 1/2- by 11-inch template so multiple images fill the page. Save, then flip to make a mirror image of the page.

2
Print both pages of flags -- the regular images and the backward mirrored images.

3
Cut out the flag images using a paper cutter. If you don't have a paper cutter, use a metal ruler and a utility knife to make straight cuts. For plain white flags to be decorated later, measure 12 2-inch by 3-inch rectangles in three rows on a blank piece of paper before cutting.

4
Take one regular and one mirrored printed flag cutout. Spread a thin layer of glue on the back of one and lay the tip of a toothpick or skewer along one vertical edge. Sandwich the flag cutouts together so the images face out and line up with each other. Use the same technique to make unprinted flags.
-
5
Allow the flags to dry. If you're decorating the flags by hand, use acrylic paint or crayon.
