Step 1
Open the Character Map. (Open the Start menu and choose Programs, then Accessories, then System Tools and then Character Map.)

Step 2
Select the font that you want to use.

Step 3
Locate the vowel with the circumflex that you want to use.

Step 4
Click the vowel and then click Select.

Step 5
Click the Copy button to copy the vowel into the Clipboard.

Step 6
Go to your document and insert your cursor at the spot where you want to insert the vowel and the circumflex.

Step 7
Paste (Control+V from the keyboard or Paste from the Edit menu) the character into the document.

on 11/22/2005 The first time you use a special character, use the Char. Map method. While desired character is selected, note "Keystroke" in lower right. Type this combo: hold [ALT] while entering 4-digit code from numeric keypad, and the character is there.
