Double-click the video file you wish to play. Allow Flash to boot this video up. Do not press the "Play" button yet. If the file begins to play automatically, press the "Pause" button.

Turn on your webcam messaging program, such as Skype. Start a conversation with the person to whom you wish to broadcast your Flash video.

Click the "Share My Screen" button. Verbally ask the person if he can see your screen. Once you receive confirmation, press "Play" on your Flash video. You will now be able to broadcast this video via your webcam.
