Complete the main story mode and save the game. The final mission is "Salt in the Wound."

Travel to the outside of the Ammu-Nation store.

Use your PDA to order weapons from Ammu-Nation. Since you have beaten the game, the minigun will now be available.

Purchase the minigun for $11,500. The Ammu-Nation van will come out and deliver the minigun to you.
