How to Unlock Las Venturas in "Grand Theft Auto: San Andreas"
Las Venturas is the third city a player reaches in "Grand Theft Auto: San Andreas." Las Venturas is the game's version of Las Vegas. Attempting to enter the city before it is unlocked will result in the player's character getting a higher wanted level and extra attention from the police. You must complete the "Yay Ka-Boom-Boom" mission and then the flying school for Mike Toreno to safely unlock Las Venturas.

Play through the main storyline until you start the "Yay Ka-Boom-Boom" mission.

Enter the garage downtown and get in the car indicated by a blue arrow. The car contains explosives.

Travel to the factory indicated on the radar in the bottom right corner of the screen.

Open the gate and drive the vehicle inside the factory. Park the car in the red circle, and activate the bomb inside. Kill the men who enter the compound and escape in their vehicle. Wait to receive a phone call from an anonymous source.

Travel to the new location marked on the radar. Go across the Garver bridge to Tierra Robada and talk to Mike Toreno about some flying school missions.

Complete 10 pilot training missions. Las Venturas is unlocked when you complete the final mission. Get into any vehicle and go west to reach the city.
