Play Dragon Ball Z: Budokai 3 until you get to Goku's Dragon universe mode for the second time. After you defeat Frieze go to the red dot at the top.

Talk to Metal Cooler and fight him. Defeat Metal Cooler and a second intermission sequence will start.

Talk to Metal Cooler again when he reappears. Once this is completed you will return to the map.

Walk away from Metal Cooler and go a short distance to the north. You will find his capsule and you can change into Metal Cooler.
