How Do You Talk to Rat Burgiss in "RuneScape"?
Rat Burgiss is a mysterious merchant found just south of the Varrock area in "RuneScape." When you initially try to speak with Rat, you will receive only grumbles about how busy he is at the moment. In order to open up more conversation options with this character, you will need to complete a few in-game actions. Once the prerequisites are completed, Rat Burgiss will be more than happy to speak with you and offer you the "What Lies Below" quest.

Sign up for a paid "RuneScape" membership. Rat Burgiss's quest is not available for free-to-play members.

Travel to the Crossroads area south of Varrock. You will find Rat Burgiss hanging out on the road here.

Examine Rat Burgiss's broken cart. Search the cart for items and loot whatever you find.

Speak with Rat Burgiss after searching his cart. He will explain that his cart has been ransacked and offer you the "What Lies Below" quest.
