      Cut a piece of elastic that goes around your waist, plus 2 inches.

      Knot the elastic so that it forms a ring. This should sit snugly around your waist while expanding enough for you to pull it on.

      Cut strips of netting that are twice as long as you want your tutu to be. Tutus may be very short or fall to the shins.

      Knot the middle of a strip of netting to the elastic so that both ends fall down evenly. It's helpful to make each knot just under the elastic so the knots all hang evenly, as well.

      Continue knotting the netting around the elastic until the netting covers the elastic.

      Wear the tutu by stretching the elastic, stepping into the tutu and pulling it up.
