Clean dust from the garage steps by sweeping them with a broom. If the steps have any stuck dirt or grease, remove dirt with a wire brush and clean areas of grease with anti-grease soap, and then rinse the steps with clear water from a hose.

2
Let the steps dry fully before beginning the paint job. Apply a masonry bonding primer to the concrete or cement steps using a paint roller on the main part of the steps and a paintbrush at the edges of the steps and in the corners of the steps where they meet and the paint roller won't fit. Let the primer dry, apply a second coat, let it dry and apply a third coat.

Paint the concrete or cement steps using concrete floor paint. Like the primer, apply the paint with a paint roller on the main parts and use a paintbrush to cut in at the edges of the steps and in the corners of the steps. Let the first coat of paint dry and, if the color is not as dark as you would like it, apply a second coat over the first and allow it to dry.
