Slice five or six rectangles out of the chocolate fondant and roll them into a birthday candle shape. Stand these up straight on the deck of the cruise ship, and evenly space them to represent safety barriers. Roll out a string of fondant and loop the fondant around the poles to pose as a safety rope.

Create water around the ship with blue whipped frosting. Using a spatula, spread the frosting around the base of the ship to create water. Use the spatula to pull the frosting slightly upwards to create waves in the frosting. Spread the frosting across the dish that is holding the cake so that it looks as if the cake is on the ocean.
