How to Give a Launcher Permission to a Computer
Launchers open files or folders on your computer. Each launcher requires a different set of permissions to run. One way to guarantee that your launcher can access all the information that it requires is to grant it a high elevation, or permission, level. This is accomplished easily from Windows Explorer.

Open the folder containing your launcher file.

Right-click the file and then click "Run as Administrator."

Type your administrative user name and password in when prompted. Your launcher now has sufficient access permissions.
