Federal Pepper Spray Law

Anyone who's ever eaten a chili pepper, or touched their eyes after handling one, knows the intense irritation they can cause. Capsicum spray, based on the chemical that makes chili peppers spicy, is supposed to be nonlethal, but has nevertheless been a factor in at least dozens of deaths. Use by regular police forces has waned, but a new application in federal prisons is being explored.
