A dual, shower, rough-in valve has a misleading name. It isn't for two showers, it is for two pipe connections: one hot and one cold. The valve lets water go into pipes at a rate determined by the shower temperature control handle or handles.
Rough-In

In construction terms, the area between tile or drywall and the backboards is the rough. So, once your hole is cut, you are staring at the rough. Rough-in pieces of equipment include drains, pipes, vents and, in the case of toilets, waste lines. A rough-in valve is one of these pieces.

Sinks also have dual action rough-in valves. Valves of all types serve to monitor the flow of gas or liquid. Dual, shower rough-in valves do just that. The only difference is they mix two temperatures of water.
