It's possible to clear a plugged toilet with a plunger, a plumbing device called a snake, or even baking soda.
How They Work

Place the plunger flat against the bottom of the toilet and press down rapidly to form suction, then let the plunger rise. Repeat until clog releases. A snake is a long piece of twisted metal that you push through the drain, and it slowly breaks up the debris causing the clog. If using baking soda, mix one cup with three cups of boiling water and pour down the toilet. Wait at least 5 minutes, then try flushing the toilet.

Before attempting to unclog the toilet, remove as much of the water from the bowl as possible. Empty the water with a cup or small bowl and transfer it to a bucket nearby. This keeps water from splashing on the floor when you attempt to clear the clog.
