Why Must a Video Card Include a BIOS Chip?
A video card BIOS chip is not uncommon, even though you might be used to seeing a BIOS chip only on the motherboard. In both cases, the role of the chip is similar.

The BIOS chip of a video card is responsible for setting up the default settings of the video card and for making it usable immediately after the PC is powered on, before the operating system and drivers take over the control of the card.
Potential

The BIOS of a video card can be updated to increase video card stability or to unlock certain features. It's not uncommon for video card manufacturers to produce low-end and high-end graphics cards using the same GPU, but limit the features and functionality of the low-end version via the BIOS.

Even though a BIOS flash has the potential to increase the performance of a video card, in some cases this will lead to voiding the product's warranty. Also, a failed BIOS flash attempt might permanently damage the card.
