Overview of a Public Labor Agreement

There are variety of ways in which contractors might benefit from federal aid. One method is to enter into a public labor agreement. These agreements entail strict labor management practices on the part of the contractor.

  1. Identification

    • A public labor agreement is sometimes also referred to as a project labor agreement. Each can be characterized by the acronym PLA. The agreement concerns all conceivable features of a construction or works project. By definition, the oversight of the agreement does not extend beyond the duration of the project itself.

    • The nature of a PLA specifically concerns labor. Within a PLA, all labor costs have to be transparent. Contractors must make "exact bids," which include all constituent elements of insurance and cost. These contracts frequently contain provisions that prohibit actions like lockouts or strikes, to ensure continuous work on the project.

    Considerations

    • PLAs typically contain some measure of federal financial support. In recent times of financial crisis, PLA-related projects have been beneficiaries of stimulus money coming from the government, that aimed at jump-starting the economy. Thus these awards reflect the involvement of policy makers in the effective distribution of public funds.
