While no state laws are required for swimming pools owned by less than four individual owners, building permits may apply for in-ground pools. Oregon's PermitsProtect website allows state residents and building contractors to search a database to determine the need for residential building, remodel or home improvement permits. While residential pools are not addressed specifically, changes to plumbing systems often necessary for construction of an in ground pool and specific types of pool perimeter fencing are included in the permitting process.
