It is illegal to operate a gambling business or practice taking and placing bets on events with uncertain outcomes, as stated in Virginia State Law. Though illegal, there are certain exemptions and establishments where gambling is legal.

Betting on dog races is also illegal in Virginia. It is illegal to gamble within the state of Virginia, unless an organization is authorized by the state to allow such practices. Dog racing and casino gambling are prohibited by Virginia state law.
Legal Activities

Betting on a horse race is legal in Virginia as long as it is conducted through a state licensed business. Organizations that are authorized to participate in gambling practices include horse races and off track betting facilities. These organizations are licensed and regulated by the state. Games of chance conducted within a person's personal residence, such as poker, are also legal.

Non-profit organizations are allowed to conduct Bingo gaming in Virginia. There are some exemptions given to organizations within the state of Virginia, allowing them to legally conduct gambling activities. These exemptions are given to some organizations that offer Bingo, the state lottery and other charitable gaming events.
