Florida classifies as scooters vehicles with motors of 50 cc or less and designed to travel at a maximum speed of 30 mph. Florida law requires that the owner of a more powerful vehicle hold title to it and register it.

Scooter riders require the standard Class E license according to law in Florida. Only people 16 years and above can obtain this license. Fifteen-year-olds may obtain a learner's license.

Florida exempts those 16 and older from the obligation of wearing a helmet. However, every rider under the age of 16 must wear a helmet for safety. Florida law requires the scooter to be street legal, with proper equipment such as brake lights, headlights and mirrors.
Insurance

Florida law does not require scooter riders in Florida to carry insurance. However, riders purchase liability insurance to cover property and bodily damage in the event of an accident.
