Define Account Balance In a Human Service Organization
Human service organizations are agencies that help provide the basic necessities of life to clients. Such organizations include the Red Cross, Boys and Girls Club of America, and countywide social services. Some of these agencies charge for their services, resulting in a negative account balance for the customer.

For agencies that charge service fees, an account is opened for the customer, typically starting with the first day of service. If the account is not paid in full at the time services are provided, it can result in a negative account balance for the customer, the amount of money they currently owe the organization. It is also possible to have a positive balance, where the customer has a credit balance available to them on their account.

Account balances, and the funds provided when they are paid, are sometimes necessary for the human service organization to continue its mission. The agencies are often funded by a combination of public and private monies; without charging customers at least a minimal fee, the organizations would have to reduce, suspend or even terminate operations.

If you currently have a negative account balance with a human service organization you cannot pay immediately, or in full, there are ways to resolve this. Speak to the billing department, or person in charge of handling the accounts. If they will not forgive the balance due to financial hardship, ask if a payment plan is available.
