California Caretaker Laws
Per Appendix 2, California Code of Regulations, Title 25, Chapter 1, Sub chapter 1, Section 42, a caretaker is an individual (housekeeper, janitor, manager) charged by an owner with overseeing an apartment building or hotel in the owner's absence.

Apartment Buildings

The owner or the owner's caretaker must reside on the premises of every California apartment building containing 16 or more units.
Hotels

The owner or the owner's caretaker must reside on the premises of every California hotel containing 12 or more guest rooms.

Apartment or Hotel Complexes

In California, a single caretaker may oversee more than one building if the buildings are under the same ownership and are built on a single, continuous parcel of land.
Smaller Buildings

Where an owner does not live on the premises of an apartment house of more than 4 but fewer than 16 apartments, a conspicuously displayed permanent notice must be posted and must contain the name and address of the owner or the person acting as the caretaker on behalf of the owner.
