New Jersey Reflective Vest Requirement
More than 83 thousand traffic accidents occurred on New Jersey highways in 2009, resulting in 233 deaths. To create a safer work environment, the New Jersey Public Employees Occupational Safety and Health Act requires all road workers exposed to vehicle traffic to wear reflective vests.

Reflective vests are designed to increase the visibility of anyone working near motor vehicle traffic. New Jersey requires reflective vests be worn during the following activities: traffic control, utilities repair, bridge and roadway inspections, emergency response, traffic flagging, landscaping, roadway maintenance, courtesy patrols, towing operations and any other duty for which the safety officer on-site determines a vest necessary.

New Jersey requires reflective vests to comply with the American National Standards Institute (ANSI), Standard 107 - 2004 for Class 3 vests. Class 3 vests provide the highest degree of visibility to workers in inclement weather and traffic exceeding 50 miles per hour. The State requires vests be made from 100 percent colorfast polyester, with a minimal tensile strength of 100 pounds. Two vertical stripes, 2 inches wide, of level two retro reflectivity grade materials, are required on the front and back of the vest, centered on each side. One horizontal stripe, added to the bottom of the vest, must be visible on the wearer from any angle.
