Electricians train for the specialized applications of electrical tape. Electrical tape is most often made of vinyl. Other materials used in its production include rubber and mastic. Function

Electrical tape protects both the wires it encases and people that may be interacting with those wires. Its purpose is to insulate the wire and protect it from moisture, reducing the risk of electrical fires. Electrical tape also ensures strong adhesion between two separate electrical points for strong conduction.

I have been an electrician for 40 years and I never used electrical tape except to identify, or, wrap split-bolt connectors. I used it a lot to tape bundles of wire together for pulling. BTW. Vinyl is not water proof. I have seen guys wrap tape around a wired, receptaclek, but, to me that is just silly. If not done properly, a sharp piece of copper will poke right through the tape.
