What Constitutes a Rebuilt Car Title in Illinois?
Whether you are buying or selling a vehicle, it is important that you know what constitutes a "rebuilt" title to ensure that all parties are in accordance with Illinois law.

Salvage Title

A salvage title is given to a vehicle that has been stolen, flood damaged or totaled. It is often less expensive for an insurance company to give a vehicle a salvage title than it is for the company to repair it.
Rebuilt Title

A rebuilt title is issued to a vehicle that has been brought out of salvage by a state-licensed vehicle rebuilder. The salvaged vehicle is reassembled with refurbished parts by the rebuilder.

Illinois Title Law

Illinois law requires that all rebuilt vehicles undergo a state inspection to determine whether they are fit to return to the road. Vehicles that pass the inspection are elibible for a rebuilt title.
Illinois Inspection Process

A vehicle must pass inspection at one of the Illinois Department of Transportation Safety Testing Lane locations. If the vehicle passing inspection is eight years old or newer, it also must undergo an examination by the state police to safeguard against stolen parts.
Title Transfer

Once a vehicle has passed all of the Illinois state inspection guidelines, the title will transfer from "salvage" to "rebuilt."
