The NCOA Certification

The U.S. Postal Service certifies national change of address information to businesses that license mailing products, such as the NCOALink computer software that has been available in various forms since 1986.

    • The NCOALink System software is available to businesses in a limited version of the software containing about 60 million change-of-address records and a full version with access to 160 million records, according to the USPS. The NCOA-certified software searches the files of the USPS change-of-address information for a match of records on a mailing list. When a match is made, the mailing list can be updated with the new address.
