Electric Scooter Regulations
While electric scooter laws vary by state, several regulations are common throughout the country. Most scooter regulations are safety related and are meant to protect the operator and those around them.

Operation

Electric scooter operators must be at least 16 years old and do not have to possess a driver's license or insurance. Scooter operators may not have any passengers. Scooters may not be operated on sidewalks, at speeds greater than 15 mph and may not travel on roads with a speed limit higher than 25 mph.
Equipment

Scooter regulations require that the vehicle's handlebars be at or below the level of the operator's shoulders. Scooters must also have a white headlight that is visible from 300 feet and a rear red reflector, attached to the scooter or operator, which is visible from 500 feet. Yellow or white side reflectors that are visible from 200 feet must also be on the scooter.

Rules of the Road

Electric scooter operators will be punished for driving under the influence of alcohol or drugs. Parents of scooter operators under the age of 18 may be held liable for bodily and property damage in collisions in which the minor operator is involved.
