A business planner is not necessarily an actual job title whereas an account planner or marketing account planner is. A business planner more generically means one preparing a business plan. It may also refer to any number of software or other products on the market which facilitate that process.
Features of Business Planning

A business plan is written with all aspects of the business in mind. This means financial character, research and development strategies, and marketing tactics as well as constructing payroll and hiring employees. Business plans can also serve as one of the materials offered in grant applications: laying out a company's future prospects and their need for financial assistance.

Account Planner

Account planners deal specifically with marketing. They research their products sales and demand for those products in the current market. They may also then incorporate figures or statistics on similar products or competing businesses. Information gathered is then relayed back to those managing the overall course of the business so they can then adjust or alter their approaches to production, advertising and retail.
