The Code of Alabama, section 32-5-216, governs mufflers. It requires that all motor vehicles in Alabama not only have a muffler but also that it remain in good working order. The Code also forbids muffler alterations such as bypasses, cutouts and baffles.
Penalty

Alabama's muffler law packs little punch. If a motorist receives a citation and pleads guilty, the fine is a mere $10, pursuant to Alabama Rules of Judicial Administration.

Further limiting the effectiveness of the Alabama muffler law, the state does not require vehicle inspection or smog testing for the registration of an automobile. Coupled with the small fine, Alabama offers little incentive to comply with its muffler laws. Thus, whether the state will force a driver to comply may depend on the priorities of local law enforcement.
