The two types of pruners are the anvil pruner and the bypass pruner. A bypass pruner works in the same way as a pair of scissors -- the blades cross each other and slice the stem. An anvil pruner has blades that meet on top of each other. The anvil pruner crushes, rather than slices. According to the Houston Rose Society, crushing may cause the canes of the rose to die.

The best time to prune roses depends on where you live. Prune in early March in the Atlanta and Washington, D.C. areas; in the Chicago and Seattle areas, prune in early April. In warm Southern climates, prune in early September.
