California has enacted automobile emissions standards to reduce smog.

Driving in California is a privilege that comes with a number of strings attached. In addition to the hurdles of obtaining a driver's license, automobiles driven in California must also meet certain standards, including smog certification, which is required by California State Law 2241.

  1. Smog certification

    • Automobiles driven in California must be inspected for emissions. Smog certification centers check vehicles to ensure proper working order of exhaust systems and to measure the amount of pollution being admitted by a car. Smog certification is required for vehicle registration.

    Previous law

    • Before Assembly Bill 2241, drivers could get a temporary certificate if they paid their registration renewal on time. The temporary certificate could be issued for a period of 60 days or more and for any reason that prevented smog certification. It is estimated that up to 2 tons of additional pollution was being emitted by California automobiles operating under the old temporary certificate system, according to Los Angeles Community Policing,

    AB 2241

    • In 2009, Assembly Bill 2241 became effective. The new law allows a temporary certificate, but it lasts no longer than 60 days. It also requires a $50 fee.
