FEMA
-
The Federal Emergency Management Agency (FEMA) manages the Homeland Security Grant Program, or HSGP. There are five subprograms under this grant program that are each allocated a different amount of funding, which they distribute to their jurisdiction. The five subprograms are the State Homeland Security Program, the Urban Areas Security Initiative, Operation Stonegarden, Metropolitan Medical Response System and the Citizen Corps Program.
Eligibility
-
Each subprogram has their own eligibility requirements for grant application and funding allocation. In general, eligibility is restricted to local government agencies and the State Administrative Agency (SAA). The SAA or the local government agency, once approved, will then distribute the received funds among the areas in their jurisdiction usually based on risk analysis, effectiveness, and for some of the subprograms, minimum amounts as dictated by legislation.
