Social Security History & Fraud Detection

The federal Social Security program has been providing medical and retirement benefits to Americans for generations. The program also provides income for disabled adults and children with limited resources.

  1. Background

    • On June 8, 1934, President Franklin D. Roosevelt announced his intention to create a Social Security program and created the Council on Economic Security. Within six months, the council had created a legislative proposal.

    A New Law

    • President Roosevelt signed the Social Security Act into law on Aug. 14, 1935. Along with providing benefits to workers ages 65 and older, it also provided for general welfare. Ida May Fuller of Ludlow, Vermont, received the first Social Security payment on January 31, 1940.

    Fraud Detection

    • The duties of fraud detection and prevention are the responsibility of the Office of Inspector General within the Social Security Administration. The Office of Investigations investigates allegations of fraud.
