The technology for making water into fuel certainly exists. Using a method called electrolysis, you can break hydrogen down into oxygen and hydrogen, then burn hydrogen as fuel. You can even buy kits online that claim to allow you to convert your car yourself.

Considerations

The technology allowing the use of water as a fuel is still somewhat in its infancy as of 2010. Splitting water into hydrogen and oxygen requires energy. In the case of water-powered cars, the amount of energy used actually exceeds the energy produced.

Some companies offering water-fuel cars have turned out to be hoaxes. Before you think about converting your car, familiarize yourself with the science and technology involved. That way, you'll be better able to spot scams.
